We are reaching out with an urgent request for a quotation for an insulation replacement project at Ennis National Fish Hatchery in Ennis, Montana. Please review the attached Statement of Work for the complete requirements. Project description: The project is to remove the existing degraded batt insulation and vinyl protective covering from the Lower Raceway Building and replace it with closed-cell spray foam insulation. The existing insulation has deteriorated due to long-term condensation, freeze/thaw conditions, and icicle development, creating safety concerns within the active fish production building. End user: U.S. Fish and Wildlife Service Ennis National Fish Hatchery Place of performance: Lower Raceway Building Ennis National Fish Hatchery 180 Fish Hatchery Road Ennis, MT 59729-9113 Period of performance: July 1, 2026 – August 31, 2026 Proposal due date: Please submit your proposal no later than June 14. Scope of work includes, but is not limited to: Remove existing batt insulation and associated vinyl covering from designated ceiling and wall areas Properly contain debris and prevent insulation/vinyl particles from drifting outside the approved work area Lawfully dispose of removed materials at qualified disposal sites Install closed-cell spray foam insulation where existing batt insulation/vinyl covering was removed Coordinate work areas with the designated U.S. Fish and Wildlife Service representative Perform work in segmented areas because hatchery operations and fish raceways will remain active during the project Provide all required labor, equipment, materials, safety controls, containment, dumpsters, lifts, and platforms needed to complete the work Spray foam requirements: Exterior walls: Closed-cell high-lift spray foam insulation, R-14, 2 nominal inches minimum Roof: Closed-cell high-lift spray foam insulation, R-21, 3 nominal inches minimum Overhead doors: Closed-cell high-lift spray foam insulation, R-14, 2 nominal inches minimum Important requirements: Contractor must be appropriately licensed, accredited, and certified in Montana for insulation removal and installation. Contractor is responsible for verifying all project dimensions. Work must be coordinated at least one day prior with the designated Government representative. Work must be confined to approved segmented workspaces. Protective measures must be used to protect fish raceways, hatchery operations, personnel, and the surrounding work area. Site visit is strongly encouraged prior to bidding. Government will provide restrooms, electricity, and water only. No Government-furnished equipment will be provided. Please include the following with your proposal: Lump-sum price for the complete project Proposed spray foam product and technical data sheet Confirmation of required R-values and minimum thicknesses Montana license/certification details Containment and safety approach Work sequencing plan for segmented work areas Disposal plan for removed insulation/vinyl covering Confirmation that dumpsters, lifts, safety equipment, containment materials, and raceway-covering platforms are included Proposed project schedule showing completion within the period of performance Warranty details Relevant past performance for spray foam insulation, insulation removal, wet-environment facilities, agricultural/fishery facilities, or similar work Payment terms, preferably Net 30 Quote validity Any assumptions, exclusions, or clarification questions Vendor point of contact information Please send your response as soon as possible due to the urgent submission timeline.
