What is the recommended ranges of relative humidity that foam should be applied in? and what is the recommended moisture content of any substrate that foam maybe applied to?

You do not want to spray foam when the ambient temperature is within 5 degrees of the dewpoint. There are handy tools to easily check temperature, humidity and dewpoint temperatures. The one I use is a Kestrell 3000. You can go online and get one for around $150.

You want substrate surfaces to contain less than 18% moisture. (same as painting) I use a Delmhorst moisture probe number BD 2100. This can be used for wood, concrete and foam plastics (among other substrates)

Note that the substrate can be wet on the outside so long as the inside substrate is dry and the outside can dry when conditions change.
