Bonding to soft board
I have a cottage crawl space with fibreglass insulation between the joists, covered with softboard or what is sometimes called tentest. This is sitting on a steel beam frame (modular home construction). The tentest is sandwiched between the joists and steel frame. It is badly sagging due to moisture, and cannot be easily removed.
I would like to have this covered with urethane foam to seal out moisture. I am planning on adding wooden slats to resupport at the joists and eliminate some of the sagging. My question is, does the urethane foam bond sufficiently to the softened tentest, and would it provide enough strength to prevent further sagging.

I would remove the fiberglass and softboard. By installing the foam over it, you would be sealing in moisture and providing a place that moisture could continue to condense without a good way for it to dry.
